Strategic Partnership with Adoptionplus, Barnardo's and Essex County Council
Jan 27th 2022
Essex County Council has partnered with Barnardo's to help design future residential care for young people with complex needs.
It comes shortly after the publication of The Case for Change, a national, independent review which described elements of children's social care as 'broken' and recommended a rethink with all options considered. It highlighted problems with local authorities competing for residential care places, a difficulty finding the right placement at the right time and placement instability.
The strategic partnership was awarded following a competitive tender process. Barnardo's has an excellent track record of providing innovation in children's care and delivering major change.
Barnardo's, alongside their delivery partner Adoptionplus will work with the County Council to develop, test and evaluate options with the input of young people. Final recommendations are expected to be presented in the autumn.
Cllr Beverley Egan, Essex County Council's Cabinet Member for Children's Services and Early years said: "We are very excited to be working with Barnardo's and Adoptionplus as partners who share our values, aspirations and vision for young people in care. We will be working as one team to share knowledge, ideas and resources to provide solutions which will achieve the best outcomes for young people."
Emma Bowman, Barnardo's South East Regional Director said: "We are delighted to be working with Essex County Council and Adoptionplus on this innovative new partnership, ensuring that young people are at the heart of decision making in the care systems that affect them. We already have strong existing relationships within Essex and plan to utilise these connections to ensure we design the best support for young people during these challenging periods in their lives."
Joanne Alper, Adoptionplus Director said "Children and young people in the care system deserve a residential care service that is genuinely helpful and supportive, and provides them with the opportunity of a hopeful future. We are really pleased to be working in partnership with Barnardo's and Essex County Council to bring together all of our experience in the design of these important new services. Good relationships are central to any effective care system, and this new partnership brings the benefits of relationships into its design."
